Who can refinish a complete rifle as well as remove the sear block. Thanks for any infomation.

Try Arizona Response Systems. They do really good refinishing with a fast turnaround time, and they also do gunsmithing which I imagine would involve removing the unsightly sear block from your lower receiver.
