I have a question regarding reticle focus.

I have a junk Simmons 3-9x and I always have trouble with getting the reticle "painted" on the target. At a certain magnification it looks good but on other magnifications it seems like I can either focus on the target or the reticle, not both.

Why is it like this?

Can I fix the problem?

Is this what side focus is for?

So parallax adjustment is the same as side focus?

Parallax can be side or front focus.  Front adjustment moves a lens already in the system and side focus adds a lens to the system.  This decreases light transmission by adding another lens surface to reduce the percentage of light gathered but is easier to use from the shooting position.  It is convenience vs absolute image brightness.  A small trade off IMO.  I prefer side focus for parallax adjustment.
