I've read all the 'stickys' pertaining to ammunition and still haven't found an answer.
Do the Best Defensive Loads(i.e. Black Hills 77 gr. & Hornady 75 gr.) still apply when shot out of a 1in7 8.25" barrel? Would these loads fragment out of such a short barrel and if so, to what max distance?

I am not and far from an expert: but since there will be almost not enough velocity to bring the ammo to a frag point, and if so, it's gonna be only few yards, I believe some good SP like 64 gr PP , 60gr Nosler or 63gr SP would be the best option in your case.

At least these round need around 2000/fps to still be reliable.

When our Dept got 10.5" sub-guns in 5.56, we switched to 55 and 60 grain TAP.
in several officer involved shootings we have seen 10" average penetration and
full fragmentation, all dead on the spot. can't get much better than that.

realize we work in a world with walls & gun towers, no vehicles, or wall that can be shot thru.
many of the communities around us have seen our success and switched to TAP as well.

Should be in the Oracle.  150 yards, if I recall.

from a 8.5 (if it's not shorter) i suspect there will be no fragmentation at all even with a 77 or 75gr.

There was a post few months ago regarding 7" BRL velocity but since I am not a team member, my research on the forum is limited. But I only remember the bullet will act like any .22 with no fragmentation at all.

Molon or Zhukov should be able to confirm...

You're right. Upon further investigation I found out the heavier loads won't fragment out of the short barrel.
Can anyone recommend an optimal 5.56 load or .223 load for my 8.25" SBR that's available to civilians? Molon? Zhukov?

Too short. Get a 10.5 inch barrel.

75gr 5.56 TAP might get fragmentation within 15 yard or so out of your barrel.

From another thread:

He used 223 TAP. But he said he might get a chance with 5.56 TAP soon. Out of a 7.5" barrel 5.56 TAP would be very close. But more than likely at point plank fragmentation wouldn't happen. That extra .75 of an inch might make the difference.

My suggestion would be, not to use or plan on using anything shorter than a 10.5" AR for self defense(that only includes caliber 223/5.56)

I believe in you case, as I previously answered, your best bet should be any good SP like the Winchester 64gr PP, Any 60gr Nosler partition or the 63gr SP. These will expand and don't have to count so much on the velocity to still do what they have to do.

Like the Win 64gr, 2000FPS is required to expand and still be reliable.

Ho, and from your barrel length...don't forget the muffs unless you are already suffering from acufen

Too bad there are no 5.56 NATO JSP loads available.
My SBR is a Krink/SLR-106U so no barrel swapping. I originally bought it as a range toy but have been thinking about making it my house or truck gun.
BTW, I posted this here because there seems to be more activity/ammo knowledge here in the AR ammo section as opposed to AK ammo section.
