I have a few questions regarding an SBR I am planning to build.

The first is:  When do I pay the tax?, when I purchase the SBR upper or when I register the lower as an SBR?

Can I legally have a short upper without paying the tax as long as I dont have a lower for it to go on?

Can I register the lower in several calibers (9mm, 5.56, .45 etc....)?

Can I purchase several SBR upper for the one lower without paying several tax stamps?

Basically, does the tax stamp apply to the lower or upper?

Can I register the lower in several calibers (9mm, 5.56, .45 etc....)?Yes, but the 'new' rules from ATF want you to list the claibers, you cannot use 'multi' any more.

Can I purchase several SBR upper for the one lower without paying several tax stamps?Yes, but you could be seen as having 'constructive intent' if you own other, non-SBR lowers.  

Basically, does the tax stamp apply to the lower or upper? it applies to the reciever of the SBR

So, would the correct process be:

1.  Buy lower reciever
2.  Fill out paperwork
3.  Recieve approved paperwork
4.  Engrave reciever
5.  Good to go

Best option is to contact the dealer that is selling you the SBR, they will walk you through it.

If you are building you will need to start with the lower reciever (you need a serial number for your form 1).
Then fill out your form1 in duplicate, get your figerprints done on the correct BATF marked fingerprint cards, get 2 passport sized color photos taken and attach to your forms and then get your CLEO to sign your forms (if he does that sort of thing).
Complete your citizenship form
Get your check or money order made payable to the Department of The Treasury for $200
Mail said apcket of information to Washington DC and wait.
you can also have your lower engraved with your info while you are waiting for approval that way it is done when you get youtr forms back.
you can also go ahead and buy your SBR upper but I suggest you keep it ay a realative's house pending approval. I have one already approved with another on the way.

Most will start with blank,  M60Joe will modify an existing barrel.

question. after i have it regestered as a sbr should i just have several uppers for the one lower? or should i just get another lower for my 20 inch and the sbr lower? that also leads to another question. what if i have multi sbr uppers is that a problem?
