It mounts on a proprietary steel barrel nut then there are 6 screws that attach the rail to the barrel nut.  If installed properly, it will not move but there isn't a true anti-rotational feature.

The nice feature about the SWS rails is the price.

The only way the SWS tube is going to rotate is if the barrel nut is coming loose.  Obviously if this happens, you have bigger issues than a slightly rotated handgaurd.
