It means that a scope was accelerated in some manner, and then its movement was stopped instantaneously to generate a specific amount of foot/pounds energy, and then the scope was placed on a collimator to check how far, if anything, the free end of the erector was relocated i.e. moved off the target in the collimator. That's basically it in a nut shell.

What changes from company to company is the foot/pounds energy being tested at and how much of an allowance for apparent reticle movement is allowed, plus how many cycles a specific scope will go through. All this depends on the design parameters of the specific scope in question.
