IF you live in a state which allows you to own a supressor ( James Bardwell's site has a list of state laws   http://www-2.cs.cmu.edu/afs/cs.cmu.edu/user/wbardwel/public/nfalist/nfa_faq.txt

Then you can:
1) fill out an ATF form 1 (application to make NFA item) get it signed by local police offical (bardwell's site also has list of who ATF considers "acceptable" to sign)
2) enclose signed form 1,  two finger print cards, certificate of citizenship, check for $200 and mail to ATF.
3)In about 90-180 days you will get an approved form 1 and are legal to make your own supressor

As for books etc. on how to make, simply browse the internet, fortunately books are still legal to own
