Will the ban end at midnight on the 13th?

So at 12 we can all attach our evil bits and head out to the range and see how the flash suppressors work? (My range closes at dark so I'll have to run around the house with my bayonet, collapsing and uncollapsing my stock).

Is it at noon on the 14th?

I know its a silly question but does anybody know? Thanks.
