.....Does anyone make a steel lower reciever? I thought I saw some in "The Shotgun News" a couple years ago; but memory fails me; and now I can't find any.

.....Thanks.

DPMS used to make stainless lowers.  They were almost 2 pounds heavier than an aluminum one.  I don't think they do them now except in limited runs.

Out of curiosity, why?

I would love to have a stainless lower to add weight to my CMP Service Rifle, especially weight towards the rear of the rifle.

Correct.  www.tanneryshop.com/80-ar15.htm

Now the question is . . . who can complete the remaining 20% of the work and "make" the firearm?

.....As someone else already said: I think the handling quality would be improved by a bit more heft.

You wouldn't know anyone else who would be both WILLING and (more importantly) ABLE?

Not steel, but Titanium and Bronze as well as Ceramic Metal Matrix:

Polished bronze might make an interesting looking rifle......

Apparently they have "kits" to complete the receiver as well.
