Where can I get a Stoner upper and what quality are they?

Stoner is the name of the original designer, not a company. Some places call things "Stoner uppers" or "Stoner magazines" but this is a meaningless term.

ETA: Although I believe there are some folks out there that refer to SR-15 stuff as Stoner stuff. I don't think that's really a "correct" term though.

I own a SR25 (Stoner Rifle 25). Yes they are made by Knights Mfg but they are named after the designer, Eugene Stoner.

Check the Knight Mfg web site for information on uppers....a good place to start.

By the way, my SR25 is a great rifle.
