Is it fine to store PMAGS fully loaded? Will the feed lips mess up? Will the spring fatigue and/or remain in a permanent compressed state? I keep mine slammed, because what is the purpose of having them if they are not ready to go at all times?

This has been covered many times. Store them completely full. Spring weakening comes from compression followed by depression.

spring will out live us all...  it's cycles not compression that effects it's life

This. IMO, no reason to have an unloaded mag, unless you just have cases of PMAGS or USGI's and not enough ammo to fill them. I have dust covers on all my PMAGS though for the feed lips sake, but even then I haven't seen any issues when loaded and stored without dust covers
