I was looking at Palmetto's lowers and saw something that gave me renewed hope in my ability to buy a stripped lower, being under 21 and all:


California Buyers - stripped lowers are sent to California as "Long Guns" only.



That means it's registered as a long gun, correct? So from what it looks like, I could buy it and have it transferred to me.

Or is that little bit up to the discretion of the FFL holder? Or am I totally off base altogether somehow?

There is no discretion involved.  An FFL may not transfer anything to <21 except a long gun.  A bare receiver does not qualify as that, regardless of what Palmetto might lie about in their bound book, so legally you'd have to be 21 to purchase it from a dealer.
