It's something the Israelis use, as seen in the IDF Clone / KISS pic thread. It's actually a set of two separate elastic bands. I bought it for shiggles a while back and ended up really liking the way it feels on the handguards. For me, it's a lot easier to grip and pull into my shoulder, especially with sweaty hands.
