A friend just got a new Tac Sol 22LR upper and he has it on an RRA lower. Problem is, after the first shot, the bolt locks back (NOT locked back by the mag !) and he has to pull the rear pin and open it up to get the bolt to release. He can manually work the bolt and it moves freely in the upper but after the first shot it locks and cannot be moved. Any ideas about this ? This a a NEW upper.

Notched hammer?

Check the hammer.  Your friend's lower most likely has a notched hammer.  If so, it needs to be replaced with a not-notched hammer, like the one that DPMS sells.

What's happening is that the lip at the bottom rear of the bolt is catching on the notch on the hammer.
