I have a threaded barrel, which is illegal in my state unless there's a pinned/welded muzzle device on it.  We're not allowed to have flash hiders, and I don't want a brake (loud, can't change the barrel nut, etc).  So my only options are to either just grind off the threads, or pin/weld a thread protector onto it.

My question is, will a gas block slide over a thread protector, allowing me to swap barrel nuts if desired?  From what I can see in pictures, thread protectors are generally very close to the barrel diameter. But if it was just a bit over, I'd be stuck.

There are probably thread protectors available that are the same diameter as a barrel.  Finding one will be your challenge.

An option you could pursue is getting the protector of your choice and having a gunsmith or machine shop turn it down so that it matches your barrel diameter.

I thought it was bad here but this!

Next option is take a chance on a thread protector that looks same diameter. If it's a hair bigger, sand or grind it down and re-finish or spray paint it, whatever and you'll be good to go.

You can get comps that are about as concusive as an a2, but aren't cheap

If you mean linear comps, I read they're not nearly as effective as a "regular" comp.  And I'd still be stuck if I wanted to swap barrel nuts later.  But thanks for the idea anyway.

There are 2 piece gas blocks.  I went with one partially because it is steel not aluminium.  Aluminum has a much higher coefficient of expansion than steel, and personally I think the mix of a steel barrel and aluminum gas block is asking for a problem

this is one of the best i have found for situations such as yours. gas block will slide over it easily and its not a super loud MB either. they show OOS currently but he adds items daily.

Forgot to mention that I've got a 0.625" pencil barrel, so that brake won't work, nor will the two-piece gas block mentioned by the other poster above.

Might as well just grind off the threads then. Cheaper that way.

Find a pre ban lower.  Not sure about MA but here in CT you can install anything you want on a pre ban.
