Can a lower and upper be to too tight? There is NO play in my S&W upper and Tactical Machining lower. They went together fine when I tried them out before assembly, once everything was together it was tight. The front take down pin went in OK, but the rear needed a little tap.

It is fine, it will probably loosen up with use. better tight than loose I always say

I'm sure it will loosen up with time. I would rather have an extremely tight fit than a loose fit like my double star lower has on both my uppers.

I had a rifle that was really tight at first also. I had to use a punch on the take down pins to seperate the upper and lower and a brass hammer to get them fully engaged. After a few hundred rounds, they did loosen up..

Make sure your receiver extension isn't screwed in one turn too many. If it pushes on the upper, it can make the fit seem too tight.

My upper was really tight on my lower also. ended up the pin hold in the upper had a little to much material left in and wasn't perfectly round, i had to use a punch to get it out and had to give it a tap to get it in. 500 rounds later i can push it in and out with my thumb, but there's still no play. pretty much feels perfect.
