Do I have to have the YHM forearm tool to install one of their free float tubes? Can I use the DPMS tool that has all the tools in one? I dont want to spend more than necessary.

Also, where is the cheapest action block?

The DPMS tool will work not work to tighten the YHM locking ring down. It might fit the YHM barel nut if the wrench has the 3 pins for free float tubes. You can tighten the locking ring with a drift and hammer BUT it is really easy to mar the ring so I would suggest buying or borrow the YHM tool.
If you plan on only doing only one upper it might be cheaper to send off or find  alocal smith a few bucks to swap everything out.

If you don't want to tool up with all the RIGHT tools to do the work yourself, it's probably cheaper to just send the upper off the be built by a pro.
That way, the right tools and techniques will be used and you won't slip and make a nasty scratch or other screwup.

Otherwise, I recommend the DPMS claw, Brownells clamshell block, DPMS multi-function wrench, DPMS freefloat wrench and YHM wrench as a pretty good setup of tools that can handle most re-barrel jobs.
Then there will be special wrenches for Daniel Defense and PRI, but you buy those as you need them.
