Is the trigger guard on an AR-15 suppose to be a little lose?

Not that I know of

The roll pin should hold it tight.

Not really a big deal either way.  Most of the loose ones get a little sand or junk in them and seize up tight after a little while anyway. No functional differences, but if it really bugs you, you can use a dab of loctite or swap it out to one of the Magpul trigger guards (which are all tight).

Make sure you support the frame ears when driving the roll pin in or out....

better to just tighten the pin with a narrow tapered punch or a sharpened nail ..
