The thermometer looking thing is a fiber optics tube that gathers light for the reticle.  The reticle becomes very bright in sun light, making it easy to pick up and use with both eyes open in BAC.

It makes a good deal of difference when there's ambient light from which the fiber optic can gather light, in sunny days it's between a black cross hair and a brightly lit donut/chevron/triangle.

In low light, both are lit by the tritium lamp.

It has nothing to do with low light use.  It does not work in low light situations, only brightly lit situations.
