I know these are probably really simple to do, but I want to do it properly the first time.
1. What is the best way to remove a preban GI birdcage flash hider? It seems really tight. Soak it? Heat it?
2. In removing the bayonet lug, must it be cut clean off at the base, or can I remove (by filing) the wings that actually lock the handle on?

Try soaking first use a good penetrating oil. Heating will dis-color it and you might want to use it again.
Now IMHO I would not cut off the lug. It is better to go out and buy or order a Front sight without it. They are not that expensive. This way you could always put it back on if you want.

1.  remove a preban GI birdcage flash hider?
use a barrel block in a vice and clamp it down tight.  then twist it off with a wrench.  don't let the barrel turn as you will damage the finish.  you can make a barrel vice block with a block of hard wood like oak.  cut a hole in it slightly smaller than the barrel.  and bisect the block.  so you get two "C" shaped pieces of wood.    

2. to remove the lug just cut the “wings” off.  Use a roto tool and finish with a file.
If you swap parts and keep the preban front sight with the bayo lug you are still in violation of the law as it is intent to manufacture.
