I am putting together my 604 build, but wanted to verfiy a something first. I have been working on the assumption that adoption of changes (i.e. full fence, chrome chamber, etc.) were synchronized with the 603, is this a proper assumption?

Roughly. All of the changes came piecemeal, so they are subject to the vagaries of military purchasing and distribution into the field. This is true for both the 604 and the 603 which were in production at roughly the same time.

I have been assuming that they fitted type E stocks to late 604's, but I haven't been able to locate pics that show this.

According to Ekie's guide, 1970 was the last year for 604 production and the type E was introduced in 1971.

What year was the full fence lower put into production to replace the partial fence lower for all branches?

The issue is that retroblackrifle.com lists 1969 for the type E.
