I'm fairly noobish with respect to building ARs and TBH I was under the impression that upper receivers were universal much like a lower receiver is, in that most parts fit no matter the manufacture. I have a Noveske MUR Vltor Upper Receiver and the rail I bought didn't fit. The upper didn't line up flush/level with with the upper rail on the receiver.

My question is, is the distance between (line 1 and 2) and (line 1 and 3) the same on all upper receivers (see pic below)?

yes, the space between the top of the rail and the threads for the barrel nut are the same on all uppers.  That being a noveske upper, i would doubt it is out of spec and would suspect that the handguard is out of spec.  what kind of handguard is it?

Surefire rails are lower than the upper on purpose...what handguards?

They are universal, but manufacturing tolerances will stack up.

The critical dimension is the centerline of the upper receiver to the top of the rail. Noveske's uppers are made by Vltor, and are among the better ones on the market. I've had really good luck with Daniel Defense and Knight's Armament rail matching them perfectly.

Not the same on all. Some older uppers from other manufacturers, when they first came out, were higher between 1 and 3.

The one that didn't line up was the Daniel Defense Omega X 7" It wouldn't even fit at all.
