Is there a standard barrel length from which ammo companies measure the velocity of their 5.56 rounds? I was over at PRVI and their velocity numbers are taken from a 24" barrel, which conveniently shows higher numbers.

24" (or 600mm) is the industry norm.
Most ammo companies also use a P/V chamber to test their ammo, which will allow them to pad their figures.
