I have a 16" with a regular forearm.  I want to put a good quality vertical fore grip on it without breaking the bank.  I want something tough and reliable.

Do the picatanny rails that attach to the bottom of my forarm through the holes work very well?

Also what is the best vert. fore grip.  If the second best cost signifacantly less, what is it.

Tango down makes them. And I second PP's advice. (like I ever wouldn't) Board member C4IGrant has them so you might give him a look see. Cost will be somewhere in the neighborhood of $60. And if you do order from Grant you'll have it so fast you'll be amazed.

While I feel the Tango Down grips both front and rear are tops in quality Id have to say that for me and several other people they are the worst in ergonomics.  The front grip is lop-sided if the tape switch cover is attached and is too fat overall with the cover. The rear grip is too small at the top while too fat at the bottom.  As with most anything you might want to put on your rifle, try before you buy.

Id put a Dieter on if I wanted to mount a tape switch (you still may not like the ribs). And a KAC or GG&G if I did not.

TangoDown should have used a metal wire to attach the bottom screw cap instead of the plastic one, or make it so the wire twists with the bottom screw cap, I twisted it open and close less than 5 times and the plastic wire broke off from the top [:|]
The way it attaches to rails is great, but without a third hand it's somewhat difficult to press down on all four levers and move the grip.  Just minor complaints though, it feels great in the hand.

I'll agree with that. That is my only "issue" with the grip, but mine hasn't broken (yet?).

The material used in the plastic retaining wire isn't very flexible, so it's just a matter of time when it breaks, and in my case, less than half a dozen times.

Edit: got an IM from Jeff of TangoDown, he has graciously offered to exchange the grip and refund the shipping to him.  He stated the new ones don't have the lanyard anymore to accomodate additional storage.  Since I cut it off already I won't trouble him with it, and the grip, storage compartment and cap work wonderfully as it is.  I appreciate Jeff taking his time to address a minior gripe from an insiginficant customer [:)]  Thanks Jeff!

Looks like everyone missed this part of your question [;)].

In a word, no.  For light duty use or to see if you like the concept, they are fine.  FOr me, there is too much slop in the stock handguard fit to inspire confidence.  If you pull in hard on the grip, you will make it worse over time.  I recommend a real railed forend like the RAS that offers more stability.

But again, if it is your first one, it may be worth a shot.  You can always sell it if you don't klike it, or just use the rail as a light mount.
