Yes, mine came with 1 USGI charger per can.

Yes. There is one in every can. I just got a couple of StripLulas I ordered from Amazon. Try them, you will never go back to the GI spoon. They work slicker than you can imagine. I'd almost rather load one at a time than use the GI spoons, the Lula is CRAZY fast and easy.
