not an expert here but a peel washer will do you just fine.

(Name: Peel washer, you can peel away layers to get the fit/direction you want/need)

I love to use 'crush' washers. I've indexed FHs that were 270 degrees off. If your FH indexes to zero without a washer, go fer it!

And by index you mean the slots are orientated so as not to kick up dust/dirt if firing close to the ground?

Correct.  You want to ensure that the gasses are being vented in the proper direction.

Vortex hiders do not need to be indexed.  Just screw it on.  The hider is self tightening due to the rotation of the prongs.  You can use a washer if you want, but its not necessary.  The only thing it will do is fill the small gap if one is not used.

I installed a Vortex on my bushy and didn't use the washer. There will be a small gap (1/8"). I hated seeing that gap (made it look like it didn't fit right) so I took it off and installed the washer. Now everything fits and looks as it should.
I didn't know that the Vortex was self tightening. I learn something everytime I log onto this site. Guess thats why I keep coming back.
