I have a bushmaster carbine with a NY legal pinned and welded miny Y comp that I hate. Question is can it be removed and legally replaced with another type?

Yes but the comp will be destroyed in the process...which isn't a concern since you want a new type. Just be sure to replace it with one that will keep you NY ban compliant.

Yes I want to stay legal but I DOwant that vortex type edged look. I have been searching but cannot find one that is simply a muzzle break and not a flash hider. Any ideas? Also how much should i expect to pay a gunsmith to do this?

Take a look on Adco's website (www.adcofirearms.com) , or give them a call. They can do the work, and may have some good advice.
