What company makes the uppers with the little A by the rear sight?

The "splintered A", actually an "A" over a "H", is the forging mark for Anchor Harvey

Long story - short.

Forging companies (Anchor Harvey, Cerro, Cardinal, etc.) supply raw forgings to the finishing companies (Bushmaster, Olympic, DPMS, Olympic, etc.) for finish machining and coating.

A forging mark generally does not tell you who finished the receiver, only who forged it.

Colt would one notable exception, but they also have forging companies (Alcoa Forge, Martin Marietta, etc.) supply them with the forgings, but the "C" on the receiver pretty much tells you who finished it.

Thanks guys.
Now can you tell me what finishing companies have used it.

I have had three different A2 uppers from Bushmaster, one had a keyhole forging mark (Cerro), one had the split A (Anchor Harvey) and one had no forging mark on it.

I have had only one factory DPMS rifle, and it came with a keyhole forging mark on the receiver.

The moral of the story is this, the firearms manufacturers get forgings from whoever has them available and cheapest.  Any major manufacturer could use any number of forgings.  Its all business - who has them at a good price when needed.

With a few exceptions (Colt, Les Baer, LMT and others that mark their receivers), you cannot tell who finished a receiver, unless you get it directly from the factory.
