I am looking at a AR on the EE that is new / unfired, but it has this "grind" mark. Could this be a problem?

Don't know why that buffer tube is "ground" like that.  I doubt you'll have any problem with it.... and if you do the buffer tube itself is pretty cheap and relatively easy to change out.  Maybe.... figure the price of a new tube and factor that into your decision.   Then........go for it.

Someone may have cut that for the plunger.

I've seen buffer tubes that were cut on each side. The builder threaded the tube in all the way and had to trim it in order for the upper to close. I've seen this done on "parts guns" at gun shows.
