Ammo also has a lot to do with the equation.

You can have a tack driver and shoot some crappy ammo and get 6" groups sandbagged at 100 yards.

Or have a mediocre gun and shoot some good handloads through it and get 1 moa.

But generally, 1.5" groups sandbagged at 100 yards is very good performance out of a 14.5"

If you're shooting over 3" probably time to scrub the bore out, check for worn crown, or something else wrong. Or cut down on the coffee.
