Its a flat top upper instead of a carry handle.

I thought that was the A3????

I saw a pic of the A4, and it LOOKED like a flattop A2 with the 4 rail forestock...

but I may be wrong.... I dunno.

Depends on who you ask.  M16A3 is an M16A2 (w/handle) but AUTO instead of BURST on the fire control.  An M16A4 has a flattop and BURST trigger.  Apparently most have rails, but I don't think they [i]have[/i] to.

Some civilian manufacturers (like Bushmaster) use "A3" to mean flattop.  Others (like Armalite & RRA) use "A4" to mean flattop.  It would not necessarily have the rail handguards, and most won't.
