I was thinking of getting a Harris Bipod , my question is should it swivel and do I need the notched legs

Both are really personal preferences.  You are the only one who can decide what you want.

Notched legs give you a positive lockup in the position you choose.  Legs that are not notched use a thumbscrew type device to tighten the legs into place at any position.  

The swivel feature is handy if you are shooting on uneven ground but if your shooting from a bench only it doesn't do anything.

Notched is easier to use.  Uneven benches like portable units are seldom level.  Almost everyone uses the shortest, notched, swivel version.  That allows everything you need for an AR or anything else IMO.
