Did you forget to ask the question or is it supposed to be obvious from the pics?

as you can tell the circular bubble says the rifle is level.   the bubble on the mount says its not.

It looks to me like the small round level is sitting on the stock. If it is, move it to the top of the scope (the adjustment cap). Use the level on the mount to level the rifle and the level on the scope to level it to the rifle. Hopefully this makes sense, I had a long day today.

if i move the level to the top of the scope(on the adjustment knob).  the bubble moves over to the left just like the bubble level on the badger mount.   is this normal for the mount / bbl  to be tilted ?

In regards to your bolt-action rifle, you get into the receiver cavity and glass bedding, and the receiver it’s self can be a few degrees twisted in the stock when it was glassed in.

Level the top of the receiver, and then double-check the mounts against it alone.  If you find the mounts to be out against the top of the receiver, then the mounts are at fault.

As far as fixing the receiver to stock level if the mounts check out, there is always the option of re-bedding the action if this is going to be a mental problem to you.

Maybe that part of your stock is a little out of square? Put the level on the barrel and see if the scope is level compared to that.
