I just obught a flat op upper and plan on using my barrel from my a2 upper. What is a general cost of having this done by a gun smith?

For 50 bucks buy the tools(upper block and ar wrench) and learn to do it your self.

You should have the tools because you never know when another part/rifle will need
something changed.
