Im wanting to add a MI T-12 2 piece free float rail to my new build,a psa 14.7" pinned carbine upper. To cut the FSB,does it have to be removed? Can it be chopped down while still installed,or will this hurt the rifle?

A FSB chop can be accomplished with the FSB still attached to the barrel. Use extra caution not to damage the barrel during your cutting and shaping.

I feel the preferred method though, is to remove the FSB. It makes it much easier to handle during cutting, shaping and refinishing.

With a permanent flash hider I can't take it off right?

Are you sure this is what you have? The MI T series are not 2 piece: MI T Series 12" Look around on their sight and find yours so we can better help you.

Where do you live in IL, if you are close, I can help. Yes the FSB will not clear the flash hider.

Correct.

Its a very simple job though that is just as easy to do while still on the barrel.  I lopped off the top portion with a grinder then took a dremel to the bayo lug.  Then smooth out with a dremel (i like the rougher sanding wheels that are for wood, you might go through a couple, but it speeds up the job) then cold blue.  Total time of about 15 minutes tops.
