Cherry pick good deals off the EE.  I'd start with a good lower for the money - Stag and Mega are good.  See if you can borrow any special tools you need from a local ARFCOM member before you buy them - you might post something on your Hometown forum.  I've got two builds cookin' now.  I think for my next build I will see how cheaply I can build a complete rifle.

Find your deal on a stripped lower.  You should be able to get a RRA, Stag, Mega, or Superior Arms for around $100.

The next step is a rifle kit from Model 1 Sales

Even with a chrome-lined barrel you will come in well under $650.

Good lowers... Bushy, RRA, DPMS, Stag, Fulton Armory, etc. Model1Sales has great parts. Just assemble them yourself. Invest in the tools, the shop manuals, and the time, and you won't be sorry. When you come back from the range after firing your own "I built it" AR, you'll be hooked and you'll be planning your next AR build before the barrel cools!!
