If I plan on building a pistol from a stripped receiver, should my FFL mark it as a handgun, as an other, or as both on his section of the 4473?
what should he call it in as?

Your FFL should know all of this, but since you asked. He should fill out the 4473 as a handgun and call it in as a handgun. This means if you have a waiting period you can't take it home that day.

The new 4473's on question 18 both is changed to "Other Firearm" frame, receiver, etc. A stripped receiver should be (other) a receiver not a handgun, not a long gun
