i ordered a completed RRA varmint upper which, it seems, is not straight. i have attached a harris bipod to the swivel and when the legs are extended, the rifle rests at an angle. as this is my first AR and i only assembled the lower receiver myself, i am at a loss as to how to correct this problem and i am in hopes of a simple and elegant solution. is there a way to do  this without specialized tools or will i need to take it to a gunsmith?

Sounds like the barrel nut where the tube screws onto isn't indexed correctly.  IIRC, the barrel nut has threads on it and the tube sleeve screws onto it.

Two solutions I can think of, one complex, one simple:

1. Adjust the barrel nut so the sleeve indexes the swivel stud correctly.  You'd have to take the gas block off.  Then you have to take the sleeve off.  Finally adjust the barrel nut.  Word of caution, I don't know how RRA secures the tube to the barrel but I suspect some sort of locktite was used.  I couldn't remove the tube on mine for the life of me.. just ended up taking a hacksaw to it until I could get a barrel wrench in there.  This included gratuitous heating.

2. Get a swiveling Harris bipod.  Only problem is now that you know it isn't aligned correctly, you'll always grumble when you put the rifle on the benchrest because you know it isn't aligned correctly - like that first paint chip on a new car.

If you bought directly from RRA, maybe they could help with a replacement?
