I have a pre-ban H-Bar comtetition AR-15.  I want to mount a Nightforce 2.5x10 compact scope as low as possible on the picatinny rail. Is it ok to cut down the front sight as long as I stay above the horizontal gas tube? Any opinions are welcome.

Yes, it's referred to as a shaved front sight base or Shaved FSB.  Look at a Bushmaster V-match for comparison/guidance.

ETA #2:  I could not mount a scope as low as you intend to because I can't get down low enough on the stock to get a clear sight picture through the scope... You might want to consider this before you start cutting/grinding.  Most folks need to have the scope elevated since the AR15 type rifle has a very straight-line profile. In my case, I use a high B-square mount w/ integral rings on my V-match or else I'd need low rings plus a riser in order to use a scope.  Good luck.
