I just installed my DD lite 12.0 over a DD low pro gas block and the top side of the gas block is touching one side of the inside of the rail, should this be a problem for any reason? The gas block is where it needs to be to cover the gas port on the barrel so I don't know if there is anything I can do to "fix" it

Either grind the inside of the handguard, grind the top of the gas block, or replace either or both with another brand with more clearance.

I have never installed a DD rail or gas block but if it's touching it is defeating the purpose of a free floating tube.  

I would think that if a DD rail is touching a DD low pro gas block, something isn't' installed correctly or something is out of spec. That is using the assumption that the DD low pro gas block is made to fit under the DD rail.

Is the barrel centered in the rail?

ETA:  Using parts that are compatible > grinding things that don't fit to make them work

The barrel is centered in the rail, the thing is the gas block is tilted to the side slightly in order to align with the gas port on the barrel and its that tilt that's making it touch one side of the rail

That would mean the gas hole in the gas block is off center and needs to be returned. if the hole is centered the block should sit straight
