Can gas blocks that install with taper pins be switched out between rifles or does the specs between the pins vary? I have a rock river middy that I would like to change out  the f marked front sight to a folding design. Co witness dosnt work for me. If the pins vary is there any downside to removing a fsb with pins and replacing with one that either clamps on or has set pins?

The pins on FSB's and gas blocks are drilled while they are attached to a barrel.  Switching them out is not really an option because the holes won't line up.  It's one area on an AR that is not interchangeable.

You have many options.  Here are a few:

Cut down the FSB and put a rail over it with a folding sight.  It will be the strongest, but if you ever want to reinstall a FSB it will require a shop to do it unless you have the skills.  Most people send them out.

Remove and save the FSB and install a clamp on folding sight.   Some clamp on front sights are very strong.

Remove and save the FSB and install either a clamp on or set screw gas block with a rail covering it and a folding sight.  Most likely you will not have a problem with a set screw gas block especially if you dimple the barrel and have a rail covering it.

You could also replace the FSB with a railed gas block and put a sight on it.  This seems to be less common and can limit the type of sights that are available.

The rifle already has a ff tube from rock river on it so option 1 is out unless I want to put a longer ff tube on, and this rifle is already as heavy as I want it to get.

I was considering the clamp on block with folding sight from GG&G but was concerned about putting one of these on a barrel that already had holes drilled for taper pins, will the new block affect accuracy or poi, will the clamp on mount deform the barrel where the metel has been removed for the taper pins?

Some RRA FSB's are not taper pinned.
How about the full story of what you have and what you want to use.  By product.

My experience is a FSB held by set screws will not degrade accuracy they may change POI but that can be zeroed out to true mechanical zero

I have a RR Elite Car A4 with a A2 fs and Rock River Quad Rail free float tube, (the fsb is pinned)
I currently have a Millett DMS-1 scope on the rifle. I have a Aimpoint M4s on order as we type.

What I have noticed with the Millett is when trying to use the rifle with both eyes open @1x The front sight post clutters up my view.
I wanted to go to a folding buis system, but I dont want to ruin what so far has been a great rifle.

I havent made up my mind as far as clamp on or set screw fsb,   I was hoping that I could stick with taper pins without to much trouble.
It seems I'll either have to change the type of attachment on the fsb or replace the barrel

If money isn't an issue, look at the GG&G or Vltor one piece gas block and folding front sight.  I saw a review of the Vltor and it is supposed to be close to the pinned FSB in strength.

Any of the options will work for you.  As 458 said you will have to resight it, but once you do it's good to go.  The pin holes won't be a problem and there is no need for a new barrel.  Just remove the FSB and put on the one piece or a railed block with a folding sight designed for railed gas blocks.  Not too much work at all.

Go shoot the thing.  A scope gathers it's light at a point further than your FSB.  It won't affect most POI as much as most think.
You can learn to ignore it
