I just put together my lower (my first AR), and noticed the magazine catch button can easily become canted and prevent me from pushing it down.

Is it safe to fill the hole in the middle of it with some sort of epoxy?

I'll bet the catch needs one more rotation.

The screw end that threads into the center of the button should be about even w/ the button's surface.  Like this pic.

Well damn, you're right.

But I can't figure out how to rotate it more.  It hits the lower receiver if I screw it on any more.

Use a punch to force the button into the receiver more.
It's a little awkward, but it does the trick.

Push the button as deep into the receiver as you can and turn the catch itself on the opposite side of the receiver!

Be careful to keep the button pushed in so you don't scratch your lower while you are spinning the mag catch!  It's a 3 handed job, but quite easy otherwise...

To add graphics to the above responses...............

The how to thread in the best.  There is a video that I must have watched 10 times before I assembeled my lower.   He actually used needle nose pliers to do the job.

I just used my finger to push the button in, and then carefully rotated the catch on the other side, being careful not to scratch the lower.

As others have mentioned, the end of the catch, should be almost flush with the face of the button (you should not be able to feel the catch poking out of the button).

Good luck.

Make sure you post pics when you are done.
