With that amount  a Colt 6920 ought to suit you.I  bought a Core 15 M4 Scout for $639  plus tax at local gunshow a month ago because that was what I had to spend.I am well pleased with the purchase.

Okay.  A Colt or Wyndham or Rock River will suit you well.  Or you can build one and get a head start on AR15's that many of us didnt get when we first started.

So here goes.

Spikes Lower on gunbroker for around 85 plus 20 transfer fee.
Palmettostatearmory lower parts kit minus trigger for 29.99 right now on thier site.
ALG QMS trigger for around 45 dollars from various websites.
BravoCompanyusa buffer tube kit for around 57 dollars.
A quality stock from Magpul, the MOE or CTR going for 50-70 dollars.

Spikes Tactical bolt group for 150 from DSA or a BravoCompany bolt group for 189.  Either will be great.
A BravoCompany gunfighter charging handle (medium) for 45 dollars.

BCM 16 inch midlength standard with Troy VTAC 13 inch rail for 679.

Give or take you're at 1191, add a set of Troy flip up sights from Aimsurplus for 150 (as of now) and you hit 1341.

Thats a perfect gun ready to accept any optic you want, in my opinion.

You can sub the upper with a BCM 16 inch midlength standard for 479, add a 30 dollar handgaurd and you've saved some extra money by reducing the need for a front flip up sight.

No you dont, trust me.  Some youtube videos and electrical tape, a set of roll pin starters from Brownells and you are business.  The lower will take 30-45 minutes if you follow a tutorial video.  The upper will go from UPS box to your lower.

I spent so much time buying AR's because I didnt think I could assemble them from parts.  Now I build 1 a month in my garage out of boredom.  You got this, you might leave a few scratches around the bolt release or trigger gaurd but you'll have a gun that you put together with good parts.

I am in the same boat. I'm looking to buy my first AR-15 and I'm not afraid to build one up. My question is when building and AR is there any kind of final fit and finish that needs to be observed? For instance do you have to polish or mate surfaces together to get reliability and accuracy? I know 1911's can be very finicky when built from scratch. Just wondering how the AR's are.

No sir, if you adhere to quality parts from reputable sources your parts will go together easy.  And yes 1911's require a bit more work.
