I'm looking to get a vented free float handgaurd for my AR kit, to make up for the accuaracy lost in having the barrel chrome lined. Question is- can I get a cover/heat shield that will go over the free float tube? If I drop it in the mud without a covering, it'll get into the inside of the tube, which would be impossible to clean out without removing the handgaurds. Aside from not dropping my rifle in the mud, any ways around that problem?

Chromed lined barrels are not that much less accurate, and probably not enough to notice depending on the type of shooting you want to do.  If you want to float your barrel and retain the look of standard handguards, then yes there are  handguards and float tubes that will work.  Another option would be to just install a free float railed/non-railed handguard, which if you did drop in the mud would be easier to clean out.

If you drop it in the mud,  hose it off with water and clean it.  Apply oil.

As stated, the difference in accuracy is negligible.

I do not believe that there is such a cover. Most "covers" go over the rails and not the vents.

Your best bet is to get a 2 piece free float like Troy, Samson and ARMS ... to make cleaning of the barrel possible.
