new guy so bare with me, is the slight upward cant of the buffer tube normal? it's a caa stock and tube assembly if it matters. thanks

In my opinion that is not normal. I have seen some that have a slight rise. The question now is it the stock or the receiver?  Take it apart and look at the threads in both. You might be able to see where the problem is. Try a different tube if you can't tell.
Also try talking the stock off of the tube and see of the tube is crooked. It might just be an optical illusion with the stock.

install an upper and see if the charging handle rubs on the buffer tube when pulled aft

Measuring tools are your friend here... the pixels on my LCD are lined up right, that's all I can tell ya from here...
