what would be a good optic to put on my .22lr dedicated colt m4 ops? something under 200 dollars that will hold zero and can be seen really good on a bright sunny day. I dont want to spend a whole lot of money on an eotech or aimpoint sight. I may go up to 300 dollars if needed bad.

Why not try a Strikefire or something from Primary Arms?

Primary arms M3 I think on my pistol. Hell of a lot of red dot for $60ish dollars.

Lots of Aimpoint clones available.  Many are well under $100.

You'll need a higher mount if you want to leave the iron sights on the rifle.  There's a Quick Detachable high mount available for these, but I just have the standard version.

You might try Optics Planet or Midway

http://www.opticsplanet.com/
http://www.midwayusa.com/

I buy from both places with absolute confidence.  OP gives free shipping on most items, and has a huge selection along with a buyer's guide.  To make shopping easier for folks on a budget, you can select your price range.  But remember, you get what you pay for; don't expect an optic selling for $300 to be competitive with one selling at $1300.

If you can, start haunting the local gun stores and TRY BEFORE YOU BUY!  What looks good on the net could be a disaster in your hand, and horrible to your eye!

Good Luck!  There are lots to select from.

Primary Arms is a site sponsor (they heve have a sub-forum in Industry) and the reports I have read on here are good enough that one of their mini red dots will be my next purchase.

I currently have a .22LR AR15 conversion SBR with a Fakepoint off eBay in a real Aimpoint mount; it was garbage with the airsoft mount that rattled loose under the mighty muzzle blast of a .22LR, but in a real mount it's actually a good optic.  It will hold a zero and does well overall.
