Well the post-ban 6-pos colapsable stock I got from bushmaster in '02 was drilled thru & thru, and had two roll pins inserted.  You might want to check & see what your state deems a colapsable stock and how "readily" colapsable it can or cannot be.

Without knowing your local laws I would say that the stock would need to be permanantly fixed i.e. JB welded to the tube, drilled and pinned with the head ground off, etc.

No different than attaching a 2 inch flash hider to a 14.5 inch barrel.  It has to be made permanant by welding and pinning, not just using lock-tite.
