when i asked the question about my older 2001 built dpms lower not having the pivot pin spring relief hole, i got to wondering what in the hell is the purpose of it to start with, and why did they start doing it.  and also could you please give me some advice on how to NOT have the detent going into orbit the next time i install a new pivot pin (im sure you know what i mean).

The hole is a weep hole, and allows water and fine grit/sad that makes it way into the detent/spring channel to bleed out the back end or the channel instead of packing into the channel.

As for how to install the front take down pin, first make sure that the spring length is correct for the channel depth, hence with the spring and detent installed alone, the detent tip will compress to be flush with the surface of the detent channel.  If need, check the channel for debris packed in that are not allowing the spring to seat correctly, and if clean, then clip a coil or two off the spring to allow the detent to flush out before the spring compression binds.

Once you have this correct, then either compressing the detent while slipping the take down pin is place (working in a plastic bag helps to prevent the detent from shooting into orbit if you slip off it), or you can make/buy the tool for this task.  

Simply, the tool is a rod the same diameter of the take down pin, with the back end bent to allow it to be twisted.  In the tool, a hole is drilled which allows you to slip in the spring,/detent, and once compacted into the receiver channel, the tool is turned to retain the parts in the receiver.  From there, you just push the take down pin in, as it drives the tool out the backside.
