How often does the spring need to be replaced ?

What spring would be best for a 16" Bushy with collapsable Vltor stock ?

Part numbers ?  (hard for me to find on Bushy web site, pretty confusing).

You want the carbine spring, the Bushmaster part# 1005-914-4564.

But Bushmasters prices are a little high, I suggest that you try one of the vendors on this sight. Also, I would think of some other small items that you may need in the future.

I dont know how often but my 10 year old carbine recoil spring is still working fine and has had over 10K rounds on it a quarter of thos with a 9mm buffer.

You need to measure it as per the -23.  The lengths for rifle and carbine springs is given with the acceptable ranges.  Unless you shoot A LOT you will probably not have to ever replace it.

The standard M4 spring.  Just call them and give them the name of the part and they will get it for you, you don't have to have the part number.

As stated above, I wouldn't go through Bushy for parts.  A lot better off ordering form some other places (Brownells, BravoCo, gun show, etc) or ordering some other stuff too.  Otherwise you will end up spending more on shipping than the actual part.
