I have a m&p ar 15.  I want to mount a scope on it and still be able to use the folding rear sight and front sight.  I heard if I install a riser between the gun and scope, this is possible.  Is there a certain risor for this to work?

You can put normal scope rings on a riser, or you can get a one-piece mount.

On an AR the one-piece is popular because they can also cantilever over the hand guard to get the scope far enough forward to use with a collapsible stock.  Some risers cantilever as well (LaRue and others), and some do not.  In general, more parts = more weight, so one-pieces help there too.

If you want quick(ish) access to your irons, you'll need a folding rear sight to clear the scope.  There is no simultaneous use of both scope and irons with a normal scope optic.  But.. red dots (aka holographic sights) allow you to cowitness the dot and irons.

I was told i a riser that is hollow would allow me to still use the flip up rear sight and see the fron irons through the center of the riser.

You probably won't be able to find anything like that because it would place the scope pretty high. If you want to use the irons with the scope mounted you will need a detachable carry handle and then mount the scope on that or get a set of offset irons.
